Take stock of all kinds of wonderful dumplings in Dragon Boat Festival: crayfish, five kernels and AD calcium milk flavor.

BEIJING, May 27th (Xinhua) The Dragon Boat Festival, also known as the "Zongzi Festival", is of course indispensable for people all over the country to welcome the long-awaited three-day holiday: eating Zongzi! At this time of the year, the dispute over the sweetness and sweetness of zongzi will come back. But in fact, in addition to the traditional salty and sweet taste, there have long been many magical tastes! Which of the following zongzi tastes the most wonderful? Do you have any dishes? Let’s take a look.

  1. Crayfish dumplings

Chinese is really in love with crayfish! Glutinous rice is soft, lobster is fat and delicious, and you can smell spicy and spicy midnight snack through the screen. On the way of crayfish’s 100-year death in China.

  2. Spicy rice dumplings

It sounds full of the feeling of dark cooking. I wonder if it will be really spicy after opening it, which will make your tongue anxious to get angry.

  3. Wuren Zongzi

Say! Are you an undercover agent sent by Wuren Moon Cake? ! This annual Mid-Autumn Festival makes people feel frightened, and finally extends its claws to Zongzi. Just seeing this combination is enough to remember the fear of being dominated by Wuren moon cakes in those years … …

In addition to these wonderful zongzi that have already appeared, I heard that there is a new kind of zongzi with magical taste about to be born this Dragon Boat Festival, that is — — Wahaha haha zongzi. Wahaha, a "cross-border maniac" from the beverage industry, is said to be a perfect replica from sour and sweet AD calcium milk to fragrant and glutinous eight-treasure porridge, from cool and exciting iced black tea to the new ice cream matcha just listed this year.

It is understood that Wahaha’s official Weibo began to collect the taste of zongzi that netizens want in early May. Although the scope is limited to Wahaha products, … … My friend, that’s Wahaha, an all-round player covering all categories, from drinks to canned food, from pure yogurt juice to coffee and cola eight-treasure porridge! Netizens’ brains are wide open. Apart from the routine operation of "AD calcium milk flavor", there are also "Gowasu flavor", "beer tea refreshing flavor" and even "pure water flavor", and various magical flavors emerge one after another. Fortunately, in the voting stage, everyone came to their senses and voted for four tastes that sounded fun and delicious, namely, AD calcium milk, eight-treasure porridge, iced black tea and ice cream matcha, which together formed the most anticipated novel zongzi NO.1 this summer!

Old-fashioned domestic products are innovating again, and they are playing more and more on the road of cross-border

After Wahaha officially announced that it would launch "Haha Zongzi" in a limited time, netizens expressed their desire for mass production and worried that their hand speed was too slow, and they missed the AD calcium milk moon cake like last year.

Wahaha, a "cross-border maniac", launched a limited-edition AD calcium milk moon cake as early as the Mid-Autumn Festival last year, and launched a set of limited-edition nutrition express makeup plates during Christmas, which was warmly sought after by young consumers.

It is reported that the AD calcium-milk-flavored moon cakes were robbed in less than one second, and the Nutrition Express Makeup Plate was recommended by bloggers from Weibo, bilibili, Xiaohongshu and other social platforms. Up to now, some netizens still ask where they can buy them.

What is more important for the brand is that more and more consumers have realized that Wahaha is obviously different. TA is no longer just the childhood favorite who lives in memories. Wahaha has become fun and young enough to mingle with the young people now.

According to the official sales information, the "Wahaha Haha Zongzi" launched this time will be officially launched at 10:00 on May 30th and 10:00 on June 3rd on the WeChat "Habao Amusement Park" in WeChat official account, which is officially operated by Wahaha, and it’s a spike in 0 yuan, just pay the postage.

The training content includes tax personnel’s preaching on the relevant business policies and regulations of red-letter VAT special invoices, and service unit personnel’s introduction on the upgrading and operation of the invoicing system.

    (4) When the enterprise declares, the personnel who declare the collection post shall strictly examine whether the red-ink special VAT invoice has been issued and obtained the effective Notice, and those who have not obtained the effective Notice shall be transferred to the examination post in time, and the examination post personnel shall check and deal with it in accordance with relevant regulations.

    (5) After the upgrading of the enterprise billing system, the Notice issued in the original way must be issued before November 30, 2008, and after December 1, 2008, it can no longer be used as the basis for issuing red-ink VAT invoices. (VI) The upgrade involves a wide range and the time is short. Local tax authorities should attach great importance to it, seriously organize and implement it, do a good job in publicity and guidance for taxpayers by various means, and supervise local service units to distribute CDs to all enterprises free of charge. It is not allowed to charge various fees or tie-in equipment by this upgrade.

How to apply for withdrawal of provident fund when buying a house outside Beijing? The official answer is here.

The Beijing Housing Provident Fund Center recently released the hot questions of the 12329 hotline. In this group of "business questions and answers", there is a more detailed description of whether you can apply for withdrawal of provident fund when buying a house outside the administrative area of Beijing with a loan and how to withdraw the provident fund when buying a house outside Beijing.

Beijing Housing Provident Fund Center said that if commercial bank loans and off-site housing provident fund loans are used to purchase houses outside the administrative area of Beijing, the paid employees and spouses should have no record of purchasing houses within the administrative area of Beijing and can apply for withdrawal if certain conditions are met. In addition, if there is no self-owned housing in the administrative area of Beijing, you can also apply for housing provident fund withdrawal without a rental contract and invoice. You can withdraw it once a month at the standard of 1,500 yuan every quarter, and you need to reapply after one year of withdrawal.

  Purchase

It is necessary to meet the conditions that the depositor and spouse have no room in Beijing.

The Beijing Housing Provident Fund Center said that if you use loans from commercial banks and loans from housing provident funds in different places to purchase houses outside the administrative area of Beijing, the employees and their spouses who have paid in should have no record of purchasing houses in the administrative area of Beijing, and they can apply for withdrawal if they meet one of the following conditions: First, buy houses in the province where their ID cards and household registration books are located; Second, the depositor and his spouse have no house in Beijing, and buy houses in Tianjin and Hebei Province or houses where relatives are located (such as grandma’s house).

It should be noted that there is a big principle in both cases of purchasing houses outside the administrative area of Beijing — — Deposited employees and spouses should have no record of purchasing houses within the administrative area of Beijing.

Two kinds of application extraction methods

The first method: housing provident fund online business system application, counter settlement.

If you need to inquire about the business handling institution, click "handling outlets".

The second way: through the housing provident fund business counter.

The unit manager must hold the original ID card and extract the materials provided by the applicant to any management department or entrusted bank agency of Beijing Housing Provident Fund Management Center. Extracting the materials provided by the applicant is: (1) extracting the original ID card of the applicant; (2) Original uniform invoice or deed tax payment certificate (second-hand house) for sales of real estate; (3) The original loan contract; (4) If the county and city where the house purchase address is located are inconsistent with the ID card, the original household registration book is also required; (5) Fill in the Application Form for Using Commercial Bank Loans and Using Off-site Provident Fund Loans to Purchase Houses Outside the Administrative Region of Beijing and Withdraw Housing Provident Fund (Table 107 of Housing Provident Fund). The counter staff returned all the materials on the spot after verification, retained the application form for housing provident fund and entered it into the system according to the contents filled in, and initiated a "personal credit inquiry" to the Credit Information Center of the People’s Bank of China. 2-3 working days after the feedback query results are consistent, for the applicant to extract; The staff with inconsistent results will inform the applicant or the unit manager by telephone.

Hong Kong will digitize Bruce Lee and other early films, which are expected to be shown in 2020 at the earliest.

BEIJING, April 28 (Xinhua) According to Hong Kong’s Ming Pao, since the beginning of the last century, Hong Kong has produced more than 10,000 films, of which 4,000 have become the collections of the Hong Kong Film Archive. In 2019, the Hong Kong Budget allocated HK$ 20 million, which enabled the Film Archive to digitize an additional 30 films each year. The museum revealed that 10 of them will be digitized in the first year after the grant, including Bruce Lee’s early films and Huang Feihong’s film series, which are expected to be released to the public as soon as 2020-2021.

Yang Kexin (left), director of the Hong Kong Film Archive, said that he has been collecting film from different sources, and the collection now covers 4,000 films. . Image source: Hong Kong Ming Pao/photo by Zhong Linzhi

Digital movies contain martial arts, detective, horror and other themes.

Yang Kexin, director of the Film Archive, said that the digitized films mainly came from the 1950s and 1960s, and most of them had only one copy or negative, hoping that digitization could preserve these orphan copies.

In 1950s and 1960s, Hong Kong’s film industry flourished. In the first year after the film archive was funded, many digital films were produced during this period. Ten films included Bruce Lee’s early films, Kwan Tak-hing’s Huang Feihong series, Chen Baozhu’s "Jane Bond Film" and "Ghost Talented Director" Gongliang Yang’s horror films.

Yang Kexin said that most of the films digitized after the grant were orphans, and many of them were never shown after being collected. "If you get a copy, you will try not to use it, because every time the film is broadcast by the projector, it will inevitably be worn out.".

Yang Kexin said that he has been collecting films from different sources. In recent years, the most important batch came from a San Francisco theater, which was Hong Kong film before the 1930s and 1940s, and it was a very important cultural heritage.

She said that among the 4,000 films, about 170 films have digital versions. In the past, 20 films could be digitized every year. After funding, more manpower and resources can be increased, and 30 more films can be made every year. "The goal is that 1/10 of the collections will have digital versions in five years."

Hire young technicians to inherit the film restoration technology

The film should be preserved, and the technology of repairing film and film repair should also be passed on. Before the film is digitized, it is necessary to check whether the film is damaged. Yang Kexin said that film repair is a professional technology. At present, several technicians in their twenties and thirties joined the museum two or three years ago, and some of them were "laymen". Only after they joined the museum did they learn from Master to check and repair damaged films.

After the film is digitized, it may need to be digitally restored to improve the quality of sound and pictures. Yang Kexin said that unlike commercial restoration, the restoration in the museum is based on the principle of restoration, "it will not be better than the released version of that year".

Yang Kexin said that the film archive will study whether it needs to be expanded, but it is a long-term plan. "We need to consider whether more people and more places are needed to place the collections, but this needs to be linked to the growth of the collections." The space of the data library is limited, so it is not necessary to expand the scope of the museum. We can also find warehouses outside the museum to store the collections.

Front door ecological farm, back door sewage is discharged directly! Farmhouse becomes a blind spot of pollution supervision

An ecological farm built on the river bank, in the form of quadrangle dwellings, has green grass in the yard, and a sewage pipe is connected from the kitchen behind the yard to the river. Reporter Bai Tiantian photo

Imagine a family driving to an ecological farm far away from the city on a weekend, experiencing country life and tasting delicious farmhouse food. How do you feel when we leave comfortably, but leave behind the black and smelly wastewater that is directly discharged into farmland and rivers?

Nowadays, all kinds of farmhouses and ecological farms are blooming everywhere, becoming the hot spots of rural tourism. Half-monthly reporters have recently conducted field investigations in many places and found that many farmhouses have outstanding problems of "front door ecology and back door sewage discharge", and pollution prevention and supervision are lagging behind. Some farms that flaunt "ecology" are not worthy of the name, and the sewage discharge place has become a stinking ditch, and the lampblack discharge place has become a "black land".

Ecological farms are not necessarily "ecological", and waste water and oil are discharged at will.

Pastoral scenery, green ecology, native dishes … … This is a "propaganda language" played by many farmhouses and farms. Recently, a semi-monthly reporter walked into an ecological farm built on a river bank in a county in Dongting Lake area. The farm is a courtyard house with more than 10 boxes, green grass in the yard, cool breeze on the terrace near the river and pleasant environment. Walking through the yard to the back of the kitchen, you can see a 4-meter-long, covered with blue colored steel tiles, and some hidden pipes lead directly into the river. The water flowing out of the pipe is obviously dirty.

On a farm around a county town, kitchen sewage and waste were discharged into a small pond for a long time, filled with black or yellow wet and sticky dirt, next to a rice field and an irrigation canal. Reporter Bai Tiantian photo

In this regard, the farm staff disapprovingly said: "The sewage in the kitchen is discharged like this, and it is washed away as soon as it rises."

A farm close to a county town, the scene of sewage discharge is even more shocking. When the reporter asked the farm owner for half a month, how to discharge the sewage? The female boss’s answer is: "We discharged into the sewer." But when the reporter went to the back of the kitchen, a bad smell came head-on, and I saw a small pond next to it, full of black or yellow wet and sticky dirt. On one side of the pond, there are paddy fields and an irrigation canal — — It turns out that this is the so-called "sewer".

In another mountainous town, the annual spring flower viewing season is the tourist peak season, and tourists come here in an endless stream. A farmhouse named "Central Local Restaurant" has a reception capacity of more than 20 tables. Half a month, the reporter saw that the oil pollution, dishwashing water and toilet sewage of this farmhouse lampblack machine all merged into the next canal. The farmhouse is surrounded by farmland, and the early rice is growing green. These blackened wastewater turns into irrigation water and flows into the fields.

Similar pollution phenomenon is not a case. A person in charge of the environmental protection department said frankly that in the current rural environmental pollution, the wastewater, exhaust gas, lampblack and solid waste from farmhouses and farms are important sources of pollution. "Many farms are directly discharging pollutants in order to maximize their interests."

Shuguang Environmental Protection is a non-governmental environmental protection public welfare organization in Hunan. This year, they launched a survey on the water pollution in farmhouses. Tan Yongchao, director of water project, said that at present, his team members have visited more than 20 farmhouses on the spot and found that toilet sewage is generally treated by septic tanks, while most kitchen wastewater is "directly discharged".

In April, Shuguang Environmental Protection conducted a sampling inspection of wastewater samples from the outlet of an ecological farm around Changsha. The test items included suspended solids, chemical oxygen demand, total phosphorus, total nitrogen and ammonia nitrogen. According to the test report, if compared with the pollutant discharge standards of urban sewage treatment plants, many indicators of the samples seriously exceed the standard. For example, the chemical oxygen demand (COD) is 373 mg/L, which is more than seven times that of Grade A standard and three times that of Grade III standard.

"I pollute but I don’t control it", and environmental protection can only rely on "awareness"?

During the tourist season or weekends and holidays, some farmhouses and ecological farms are bursting with popularity, and operators earn a lot of money. But when it comes to environmental protection, they often "have nothing to do with themselves and hang high", and the prevention and control of pollution can only rely on "awareness".

In the interview, farmhouse operators generally showed two typical mentalities. One mentality is that "the law does not blame the public." An eco-farm owner pointed to the pipeline leading directly to the village canal and said without hesitation: "Sewage is directly discharged into the canal without treatment. In rural areas, everyone does this and it has no impact."

One mentality is "I pollute and the government pays". After a half-month talk, reporters asked a number of operators and found that they generally lacked the concept of "who pollutes, who governs", and thought that pollution control is a matter for the government. The owner of the farm near the county said that it would cost thousands of dollars to remove waste water and waste oil once, which was not cost-effective, and should be paid by the government. Before the village dredged the canal, she didn’t clean the sewage pond of her farm by the way, and she still complained about it.

In a village famous for enjoying flowers in spring, the oil pollution, dishwashing water and toilet sewage of a farmhouse lampblack machine in rice fields are "three in one", and the blackened wastewater is directly discharged into the irrigation canal. Reporter Bai Tiantian photo

On the other hand, some places lack restraint and supervision on the pollution of farmhouse music. A person in charge of the local environmental protection bureau said that in the past, rural environmental improvement focused on "visible garbage" and carried out cleaning projects for villages, schools and roads, but not enough attention was paid to the "root cause" of air, water and soil pollution. According to the regulations, environmental impact assessment should be carried out in the construction of ecological farms, but the local area is basically blank.

In 2017, the Environmental Protection Bureau of Linyi County, Hunan Province investigated an ecological farm project and found that it was built without going through the EIA approval procedures, put into operation without supporting pollution control facilities, and made administrative penalties. However, similar cases are rare. Most of the farm operators interviewed by reporters in half a month said that they did not conduct environmental assessment, and the inspection of environmental sanitation rarely involved smoke exhaust, drainage and exhaust.

Relatively speaking, star farms have done a good job in environmental protection. In a five-star farm with an area of more than 80 mu and an investment of tens of millions, facilities such as sewage purification tanks and fume purifiers are readily available, designed and installed by professional environmental protection companies. The owner of the farm said that the star rating has clear environmental protection requirements, so they conducted an environmental assessment and built pollution control facilities.

Farmhouse "blooms more", and environmental protection should also "keep up step by step"

With the rise of rural tourism and global tourism, farmhouses and ecological farms are showing the trend of "multi-point flowering". The reporter learned from the semi-monthly talk that in recent years, in key areas such as urban suburbs, reservoir wetlands and scenic spots, farmhouse music is gradually being brought into the scope of supervision and rectification, and environmental pollution problems have begun to spread to some remote counties and townships and emerging rural tourist spots.

Liu Shuai, director of the Supervision Department of the Environmental Protection Committee of Hunan Provincial People’s Congress, said that at present, pollution prevention and control of farmhouse music is well done in developed areas such as the Yangtze River Delta and around big cities, but it is still weak in many other places, which should be further paid attention to and strengthened management.

Liu Shuai believes that it is necessary to explore rural pollution control modes according to local conditions, such as building "upgraded versions" of constructed wetlands and septic tanks in villages with scattered populations. In the construction and operation of farmhouse music, the environmental impact assessment system should be implemented at the front end, and the departments of agriculture and tourism should be combined at the end to strengthen environmental law enforcement.

Wang Gaoliang, deputy director of the Environmental Protection Bureau of Hengyang County, said that this year, the local environmental protection department will focus on rural environmental improvement, requiring farmhouses to standardize the installation of lampblack and sewage treatment facilities, and promote the construction of four sewage purification ponds and "constructed wetlands+oxidation ponds" suitable for rural areas. The basic requirement is that they cannot be discharged directly. If the farmhouse fails to meet the environmental protection requirements, a rectification letter will be issued and penalties will be imposed.

Liu Hongli, Director-General of Shuguang Environmental Protection, suggested that the principle of "whoever pollutes should treat" should be adhered to for farmhouses and ecological farms. At the same time, the government can also introduce guiding measures, like remediation of aquaculture pollution, and give certain subsidies to the construction of pollution control facilities according to the scale of farmhouses, starting with newly-built farmhouses and star-rated farms, and then gradually solving the problem of stock pollution. During the epidemic season, it is recommended to actively vaccinate Covid-19 vaccine.

At present, it is the season of high incidence of respiratory diseases, and a variety of respiratory diseases are intertwined. A few days ago, National Health Commission held a press conference, calling on the masses to be active, proactive and vaccinated as soon as possible. On December 15th, the reporter interviewed experts from the Provincial Center for Disease Control and Prevention, and made an exclusive interview on vaccination related issues in Covid-19.

According to the experts of disease control, at present, the spread of Covid-19 among people still exists, and the whole country is in a sporadic state, and Covid-19 XBB mutant has become the main epidemic strain in China. A few days ago, in the "Work Plan for Vaccination of Covid-19 for Key Populations in the Near Future" issued by the Comprehensive Group of the State Council Joint Prevention and Control Mechanism, it was suggested that key populations such as the elderly should be vaccinated with Covid-19 vaccine according to conditions, and the vaccine containing XBB mutant antigen was recommended first. People who meet the following two conditions can be vaccinated:

Si Yuan, deputy director of the Institute of Immunization Planning of the Provincial Center for Disease Control and Prevention, said: "First, the elderly aged 60 and above or the people aged 18 to 59 with serious basic diseases, people with low immune function and people with high risk of infection. Second, the basic immunization has been completed or Covid-19 has been infected. The preventive effect of vaccine can be divided into several levels, such as preventing infection, preventing illness, preventing severe illness and preventing death. At present, the effect of Covid-19 vaccine in preventing severe illness and death is very significant, which is also the main reason why vaccination is being promoted all over the world. "

At present, it has been nearly a year since the last round of large-scale Covid-19 infection in most people. The antibody level produced after infection or vaccination gradually decreases with time. At the same time, because of the immune escape caused by virus mutation, the risk of serious illness and death is high for high-risk groups such as the elderly and those with serious basic diseases. Therefore, it is suggested to reduce the disease harm through vaccination. In addition, the interval between vaccination in Covid-19 and other vaccinations is at least 14 days.

"Combined with the World Health Organization’s (WHO) recommendation on simultaneous vaccination of Covid-19 vaccine and influenza vaccine, according to China’s technical guidelines for influenza vaccine vaccination, people aged 18 and above can be vaccinated with inactivated influenza and Covid-19 vaccine at different parts at the same time. With regard to vaccination fees, the vaccination of Covid-19, a key population, is still carried out in accordance with the previous regulations, and the policy of free vaccination for residents and willingness to take it up is implemented. Influenza vaccine is a non-immunization program vaccine, and residents’ vaccination follows a voluntary and self-funded policy. "

Chinese patent medicine has no toxic side effects? You think too much.

Knowing a thousand miles, the whole family can cure sores.

Home has Sanguisorba bark, not afraid of burning and peeling.

If you have Sanguisorba charcoal at home, you are not afraid of skin burning.

Liu sent slaves at home, not afraid of beheading with a knife.

A catchy Chinese medicine jingle

Seemingly easy to understand

But it embodies countless philosophical wisdom of the ancients.

Chinese medicine is the traditional medicine of our Chinese nation.

Compared with western medicine

Has the advantages of low price, small side effects and the like.

Loved by everyone

But nowadays, we often see that some drugs or health care products are declared as "natural preparations and pure Chinese medicine preparations", which are non-toxic and have no side effects.

In fact, it is a misunderstanding that "Chinese patent medicine is non-toxic". If it is not used properly, Chinese patent medicine can also cause toxic and side effects like western medicine.

Why is the saying that "Chinese medicine is nontoxic" so deeply rooted in people’s hearts?

According to the current situation, the research on the effective components and pharmacological effects of most traditional Chinese medicines is not as thorough as that of western medicines. Long-term and large-sample clinical trials are needed before western medicines are put on the market. The adverse reactions are fully studied, and the corresponding parts in the instructions are clearly written, and their shortcomings are unambiguous. This actually gives patients full right to know and protects them to the maximum extent. However, there is a lack of research on the adverse reactions of traditional Chinese medicine, especially Chinese herbal medicine, which is mostly used by experience. The analysis of effective components of many drugs is still under exploration, let alone the study of side effects.

For some Chinese patent medicines, the relevant research data is also very scarce, and the corresponding parts in the instructions are either simply described or omitted, which misleads patients and thinks it is very safe. In addition, the media often deliberately emphasize "pure Chinese medicine preparation" in propaganda, which actually plays a misleading role in fueling the "non-toxic Chinese medicine".

Therefore, if Chinese patent medicine is improperly applied,

Will cause toxic side effects like western medicine.

It can delay the illness, but it is life-threatening.

Here are some commonly used Chinese patent medicines.

Let’s talk about their side effects

Liushen Pill contains toxic components such as bufogenin and realgar. Some people take Liushen Pill because of sore throat, resulting in itchy skin, irritability, pale face, nausea and vomiting, drowsiness and coma, dyspnea and arrhythmia.

Liushen pill

Jinkui Shenqi Pill, also known as Bawei Dihuang Pill, is often used to treat waist soreness, leg weakness, acute abdominal pain, polydipsia, insomnia, dysuria or frequent urination. However, some people will have skin rashes, nausea, abdominal pain, diarrhea, edema, headache, rising blood pressure and rapid heartbeat after taking the medicine.

Jinkui Shenqi Pill

Xiaohuoluo Pill has been reported to have taken this medicine because of traumatic scapulohumeral periarthritis or lumbar sprain. As a result, symptoms such as chest tightness, dyspnea and itchy skin appeared, and the symptoms disappeared after treatment. The reason may be related to the allergic reaction caused by the animal protein contained in the earthworm (earthworm) in the prescription.

Xiaohuoluo pills

Xiaoyao powder is mainly used to treat headache, dizziness, fatigue and fatigue. However, it has been reported that after taking the medicine for trigeminal neuralgia, the whole body appeared punctate pink papules, edema of face and lower limbs, aversion to cold and high fever, and head swelling and pain after stopping treatment.

Xiaoyaosan

Sanxiandan, Angong Pill and Zhusha Anshen Pill all contain cinnabar, that is, mercury sulfide, which can be poisoned if taken for a long time.

Classified traditional Chinese medicine containing cinnabar

Improper use of Xiaoke Asthma can lead to arrhythmia; Taking Fuzi Lizhong Pill improperly will cause tongue curl and shortness of breath; Abuse of Bupleurum injection and pilose antler essence injection can cause anaphylactic shock.

In recent years, the frequent adverse reactions of traditional Chinese medicine injections have pushed the safety of traditional Chinese medicine to the forefront. In order to avoid the above-mentioned adverse reactions when taking medicine, we should closely observe the reactions after taking medicine during the period of taking medicine. Once there is any abnormality, we should stop taking medicine immediately and go to the hospital for treatment.

At present, the research and development of "digital RMB" is in the state of "horse racing"

The rapid popularization of mobile payment makes people have rich reverie about "cashless society". China is the most widely used country of mobile payment in the world, and it is also one of the countries closest to a cashless society. However, only relying on mobile payment can not meet the requirements of the digital finance era, and the concept of "digital currency" with a deeper focus came into being.

Recently, the relevant person in charge of the People’s Bank of China (hereinafter referred to as the central bank) said in public that the digital currency system is being developed and the "digital RMB era" is coming. Why did the central bank launch the digital currency? What are the connections and differences between digital currency, the central bank, online payment and so-called "virtual currency"?

  What’s different about digital currency?

At the 3rd China Financial Forty-Person Yichun Forum held recently, Mu Changchun, Deputy Director of the Payment and Settlement Department of the Central Bank, said that the digital currency Research Institute under the Central Bank had started the development of the digital currency system as early as 2018, and digital currency, the central bank, was "ready to go", which subsequently triggered a wide discussion in the Internet and financial circles.

It is not a temporary move for the central bank to study and issue digital currency. It is reported that from 2014 to now, the research of digital currency, the central bank, has been going on for five years. In 2017, the digital currency Research Institute of the Central Bank was formally established. At present, the Institute has applied for 74 patents involving digital currency technology.

In recent years, with the development of Internet technology, especially blockchain technology, many so-called "virtual currencies" have emerged around the world, such as Bitcoin and Wright currency, which have been controversial in recent years. So, what is the difference between the digital currency proposed by the central bank and these commercial "virtual currencies"?

From the perspective of monetary attributes, "virtual currency" such as Bitcoin is not money in essence. Unlike the legal tender issued by the state, "virtual currency" is not supported by national credit. Its speculation is affected by factors such as tight supervision and technical problems, and its price often fluctuates greatly, which greatly interferes with the normal order of the domestic and even global monetary and financial systems.

From the principle of currency circulation, in order to ensure the orderly operation and macro-control of the financial system, only the state can exercise the highest power of issuing currency. Therefore, digital currency, the central bank, is a legal digital currency issued by the central bank based on national credit, which is essentially different from "virtual currency" such as Bitcoin.

Can it really replace circulating cash?

China’s electronic payment is very developed, so why should the central bank introduce the statutory digital currency? "For ordinary people, the boundary between the basic payment function and the central bank’s digital currency is relatively vague, but the central bank’s digital currency in the future is very different from electronic payment in some functions." Mu Changchun said that in the past, the transfer of funds of electronic payment tools had to be completed through traditional bank accounts, while digital currency, the central bank, could realize the value transfer without traditional bank accounts, which greatly reduced the dependence on accounts in the transaction. Generally speaking, digital currency, the central bank, can be as easy to circulate as cash, which is beneficial to the circulation and internationalization of RMB, and can also achieve controllable anonymity.

It is understood that the existing cash in circulation is easy to be anonymously forged, and electronic payment tools such as bank cards and Internet payment cannot fully meet the public’s demand for anonymous payment. Therefore, the design of digital currency, the central bank, mainly aims at the substitution of cash in circulation, which not only keeps the attributes and main features of cash, but also meets people’s needs for portability and anonymity.

Wang xin, director of the Research Bureau of the Central Bank and the Bureau of Currency, Gold and Silver, said that the central bank’s digital currency mainly replaces cash to a certain extent in China, which will help to optimize the central bank’s monetary payment function and improve the central bank’s monetary status and the effectiveness of monetary policy.

From this point of view, the introduction of digital currency by the central bank is neither a popular e-wallet or online payment, nor a complete "reinvention" to replace the existing RMB system, but a brand-new encrypted electronic money system with certain substitution for circulating cash.

Shao Fujun, chairman of China UnionPay Co., Ltd., said that the statutory digital currency by the central bank will have a great positive impact, which can improve the efficiency of monitoring the currency operation and enrich the means of monetary policy.

It is reported that digital currency, the central bank, is mainly used for high-frequency business scenarios of small retail. Zhou Xiaochuan, the former governor of the central bank, once pointed out that the essence of studying digital currency is to pursue the convenience, rapidity and low cost of the retail payment system.

R&D is in the state of "horse racing"

In recent years, commercial virtual currency has been controversial, and people increasingly realize that the future development trend of digital currency is still the legal digital currency issued by central banks based on national credit.

It is understood that no central bank in the world has officially launched the statutory digital currency. Many central banks, including the Bank of England, the Bank of Canada and the Bank of Sweden, are developing the legal digital currency. The International Monetary Fund says it plans to launch a global digital currency under the SDR mechanism — — International Monetary Fund currency (IMFCoin).

At present, China is still in the stage of accelerating research and development in digital currency. For example, the central bank held a working video conference in the second half of 2019 on August 2, demanding "accelerating the pace of R&D in China’s legal digital currency". Recently released "Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Shenzhen to Build a Pilot Demonstration Zone in Socialism with Chinese characteristics" clearly stated that "innovative applications such as digital currency research and mobile payment are supported in Shenzhen".

It is understood that in the future, the central bank will not directly issue digital currency to the public, but adopt a two-tier operating system, that is, the central bank will first exchange digital currency for banks or other operating institutions, and then these institutions will exchange it for the public. The central bank has stipulated that digital currency should be piloted in some scenes in the early stage, and then further promoted when it is more mature. Due to prudent consideration, the pilot exit mechanism will be well designed.

Mu Changchun revealed that at present, the development of digital currency, the central bank, is in a state of "horse racing", and several designated operating agencies adopt different technical routes for research and development. "It’s not necessarily a blockchain, any technology will do. Regardless of blockchain or centralized account system, electronic payment or so-called mobile money, the central bank can adapt to any technical route you take. "
