Pay attention to the goal of "carbon neutrality" and make suggestions to build a zero-carbon industrial system

China has promised to peak its carbon emissions by 2030 and achieve the goal of carbon neutrality by 2060. The development of clean energy is also the focus of the two sessions this year.

In this year’s government work report, it is mentioned that the action plan of carbon emission peak before 2030 should be formulated to optimize the industrial structure and energy structure; Promote the clean and efficient use of coal, vigorously develop new energy sources, actively and orderly develop nuclear energy on the premise of ensuring safety, and make contributions to the global response to climate change.

Accelerate the electrification process of terminal energy consumption

China’s goal is to reduce energy consumption per unit of GDP by 3% in 2021; By the end of 2025, the use of non-fossil fuels will increase from the current 15% to 20% of the total energy consumption, including the construction of more nuclear power plants and clean energy facilities. Before the two sessions, the State Grid has announced the upgrading of the network, reducing coal-fired power generation and increasing investment in electric vehicle charging stations.

In this year’s NPC deputies’ proposals and CPPCC members’ proposals, a number of business leaders of listed companies put forward suggestions for industry development. Shu Yinbiao, member of Chinese People’s Political Consultative Conference and chairman of China Huaneng Group Co., Ltd., believes that accelerating the electrification process in the field of terminal energy consumption is an important way to help peak carbon dioxide emissions to be carbon neutral. By 2060, the proportion of electric energy consumption in China must reach more than 70%.

Shu Yinbiao proposed to further expand industrial electrification and promote energy conservation and emission reduction; Greatly improve the electrification level of building energy; Accelerate the electrification of transportation; Accelerate the breakthrough of key core technologies and provide scientific and technological support for the green transformation of energy consumption patterns.

In the field of transportation, China’s power battery technology is replacing the engine technology that German is good at, in the field of power generation, China’s smart fan is replacing the gas turbine that American is good at, and in the field of materials, China’s rising synthetic biotechnology will surpass the traditional chemical technology.

At present, electric vehicle companies including Tesla are actively promoting the construction of charging piles in China. According to the latest data released by Tesla, as of March 2021, the number of Tesla super charging piles in Chinese mainland has officially exceeded 6,000, reaching a new milestone.

In addition, Tesla Shanghai Super Charging Pile Factory was officially completed and put into operation in February 2021, with an initial planned annual production capacity of up to 10,000. Previously, Tesla super charging piles were imported from the United States.

Zeng Yuqun, member of Chinese People’s Political Consultative Conference and chairman of Contemporary Amperex Technology Co., Limited, pointed out in the proposal of the two sessions that renewable energy sources such as wind power and solar power generation are random and fluctuating, and large-scale grid connection affects the stable operation of the power grid. The "new energy+energy storage" model will provide strong support for the large-scale development and grid connection of renewable energy. At the same time, as the key of energy storage conversion, energy storage system can improve the safety, flexibility and adjustability of multi-energy system, and is the core of building energy Internet.

Zeng Yuqun suggested strengthening the top-level design to avoid inefficient allocation of resources; Accelerate the reform of the electricity market and form a long-term market-oriented mechanism of "who benefits and who pays"; Formulate and improve the energy storage standard system to ensure high-quality application of energy storage; Introduce policies to promote the construction of energy storage cloud platform and support the full utilization, sharing and internetization of electrochemical energy storage; Vigorously promote new energy power generation and build large-scale energy storage power stations to promote the balanced economic development between the east and the west.

Building a new zero-carbon industrial system

Zhang lei, deputy to the National People’s Congress and CEO of Yuanjing Technology Group, suggested speeding up the construction of a new zero-carbon industrial system. Zhang lei told China Business News: "The global industrial system will undergo earth-shaking changes in the next 20-30 years. Not only will energy production completely shift to zero-carbon renewable energy, but also industrial systems such as transportation, construction, steel and chemical industry that use energy will undergo major changes in technical routes and production equipment. "

He believes that China, as the "factory of the world", will face unprecedented challenges. China’s industrial system is based on high-intensity carbon emissions. In 2019, China’s carbon emissions reached 10 billion tons, accounting for about 30% of the global emissions. The EU is about to propose a carbon border adjustment mechanism to levy a carbon differential tax on imported products; The United States and Britain are also planning similar mechanisms. If China manufacturing does not realize zero-carbon transformation, China’s export as a "world factory" will face enormous challenges.

"China has the first-Mover advantage in the field of green technology, which is conducive to building a new zero-carbon industrial system." Zhang lei said, "China has established a leading green industry in the world, especially in photovoltaic and wind power generation, energy storage and power batteries, electric vehicles, intelligent Internet of Things and other fields. China is the world’s largest green economy and market, and it is also one of the global green technology innovation centers. Together with the green and intelligent energy infrastructure, it will lead China to establish a new zero-carbon industrial system. "

Cao Renxian, deputy to the National People’s Congress and chairman of Sunshine Power, believes that the benchmark value of carbon emissions should be strictly accounted for, the national carbon market should be expanded to cover industries and the threshold for inclusion in enterprises should be cancelled. He suggested lowering the benchmark value of carbon emissions as soon as possible, promoting technological progress in the industry by market means, and improving the enthusiasm of enterprises to reduce emissions; We will expand the coverage of industries in the national carbon market and cancel the entry threshold for enterprises. We will include key industries such as petrochemicals, chemicals, building materials, steel, non-ferrous metals, paper making and civil aviation in the national carbon market trading system, and no longer set the threshold for annual emission of 26,000 tons of carbon dioxide equivalent, so as to avoid the lack of fair obligations for carbon emissions caused by a large number of small and medium-sized enterprises.

WISCO, member of Chinese People’s Political Consultative Conference and chairman of Goldwind Technology, suggested improving the guarantee, incentive and assessment mechanism of green power consumption to ensure that green power should be fully issued and fully guaranteed; Establish a fair and open electricity market trading mechanism, as well as green electricity-related certification standards and subscription mechanisms to improve the awareness and enthusiasm of green electricity consumption in the whole society.
