Historical evolution of foreign trade building

In 1843

Jardine Matheson, founded in Guangzhou, came to Shanghai to open a branch.

In 1844

Jardine Matheson got the No.1 Land Certificate of British Concession (No.27 Bund) and built an English village-style two-story double-room office building.

In 1861

Jardine Matheson demolished the old house and rebuilt a new building, and built a 15-bay, three-storey brick-wood structure with four slopes facing the Bund, which was the largest building in Shanghai Bund complex at that time.

In 1920

Jardine Matheson was rebuilt again, designed by Si Jiusheng and constructed by Chinese businessman Yuchangtai Construction Factory.

In 1922

Jardine Matheson New Building is completed, which is a six-story reinforced concrete frame structure building with the appearance of imitating the English Renaissance architecture style, ranking second in the whole Bund complex.

1955

Jardine Matheson Building was nationalized, and Shanghai Foreign Trade Bureau was stationed. This building is called Foreign Trade Building.

1979

Shanghai Foreign Trade Corporation was established in the Foreign Trade Building.

1988

In order to meet the needs of the reform of foreign trade system, Shanghai Foreign Trade Corporation was spun off to form Shanghai Foreign Trade Company, which was one of the largest local foreign trade enterprises in China at that time.

Establishment of foreign trade center

After the Opium War, Shanghai was forced to open in the 23rd year of Daoguang (1843). Businessman George Smith reported to the British government that "compared with Guangzhou, the price of raw silk tea and other local products purchased by Europeans in Shanghai is at least 10% cheaper". British consul Alcock (R.) also estimated in the 27th year of Daoguang (1847): "Exporting raw silk directly from Shanghai saves at least 35-40% freight compared with re-export in Guangzhou". As a result, the British and American foreign firms originally stationed in Guangzhou quickly set up branches in Shanghai, and merchant ships from various countries arrived in Shanghai directly, and a large number of foreign businessmen poured in, and Shanghai began to have direct business contacts with Europe and the United States. With the geographical advantage of sitting at the intersection of the mouth of the Yangtze River and the center of China coast, Shanghai’s foreign trade has sprung up suddenly, and its status is improving day by day compared with other ports. For example, in the 24th year of Daoguang (1844), only 2% of the tea was exported from Shanghai and 98% from Guangzhou. Just six years later, in the thirty years of Daoguang (1850), the proportion of Shanghai rose to 44%, while that of Guangzhou dropped to 23%. In the 26th year of Daoguang (1856), the export of raw silk in Shanghai was 4.27 times that in Guangzhou. Of course, the sharp rise of Shanghai’s foreign trade is also due to the fact that as a treaty port, foreign businessmen enjoy many privileges. Such as: renting land to build a house, renting a house to set up a stack; Going deep into the mainland for trade and navigation; Participate in agreed tariffs and be sheltered by consular jurisdiction. The foreign taxation department also seized the actual control right of Jiang Customs. According to statistics, ten years after Shanghai opened its port, that is, three years after Xianfeng (1853),The value of imports and exports to Britain has reached 17.2 million US dollars, exceeding Guangzhou’s 10.5 million US dollars. As a result, the center of China’s foreign trade shifted from Guangzhou to Shanghai.

The foreign trade building No.27 on the Bund used to be the famous Jardine, Matheson & Co.. The founder, Dr.William Jardine, was a doctor of the East India Company on the cargo ship between Guangzhou and Britain, and was familiar with the situation in China before the Opium War. In July, 1832, he founded this foreign firm in partnership with businessman James William James Matheson in Guangzhou. In 1843, Jardine Matheson came to Shanghai to open a branch. The following year, Jardine Matheson got the No.1 land certificate of British Concession (No.27 Bund) and built an English village-style two-story double-room office building. After entering the 20th century, a new round of renovation and expansion of old buildings on the Bund has started, and Jardine Matheson is no exception. In 1920, Yihe foreign firm was rebuilt again, designed by Si Jiusheng foreign firm and constructed by Chinese businessman Yuchangtai Construction Factory. Two years later, a new six-story building with an area of 2,100 square meters and a building area of 14,300 square meters was completed. The new building is dignified and elegant in appearance, complete in layout, exquisite in materials and beautifully decorated, and its building surface facing the Huangpu River is more than 50 meters wide, ranking second in the whole Bund complex. The appearance of the building imitates the architectural style of the British Renaissance, with a reinforced concrete frame structure. The exterior wall of the whole building is built of granite, and the first and second floors are roughly chiseled with granite. The entrance of the gate is made of stone steps, and the copper-clad gate has a pair of wall lamps on both sides. In the middle of the third to fifth floors, there are four marble Corinthian columns, the bottom of which is square, with balconies and stone railings between the columns. There are all kinds of pumps, generators and water boilers in the building, which shows Jardine’s identity and financial resources and is worthy of the nickname of "the king of foreign firms".

When the Pacific War broke out in 1941, Jardine Matheson was taken over by Mitsui Corporation of Japan. Business resumed in 1946, but the business was not as prosperous as before, so the building was rented out to other organizations, such as Changxing Shipping Company, overseas airlines and Hong Kong Airlines. There are also institutions such as the First Class business counselor of the British Embassy, the Financial Counsellor and the Information Office, which also operate here.

After the liberation of Shanghai, Jardine Matheson’s business became increasingly cold. In 1955, the building was nationalized. Since then, the Shanghai Foreign Trade Bureau has been stationed, and this building is affectionately called the Foreign Trade Building. It can be said that Shanghai’s foreign trade economy took off from here.

In December 1979, Shanghai Foreign Trade Corporation was established. In January 1988, in order to meet the needs of foreign trade system reform, with the approval of the former Ministry of Foreign Trade and Economic Cooperation of the People’s Republic of China, Shanghai Foreign Trade Corporation was split and established as Shanghai Foreign Trade Company.

From 2007 to 2014, Building No.27 on the Bund was completely protected and renovated, and became a comprehensive building integrating office, business and catering functions. The property right of the building belongs to Shanghai Jiushi (Group) Co., Ltd. At the end of 2009, the senior mansion under the Roosevelt family of the United States entered here, and the luxurious temperament filled the whole old house. In 2018, Shanghai Jiushi Art Museum settled here, and art took root in this century-old building.

  According to statistics, since the implementation of the Measures, Ningbo has inquired about nearly 130,000 people, including on-the-job teaching staff and teachers of training institutions, and found that 12 people have criminal records. The procuratorial organs in Ningbo issued procuratorial suggestions to functional departments and adopted them, effectively blocking the potential risks of campus safety and promoting the improvement of campus safety prevention and control construction.

  In May, 2020, the People’s Procuratorate of Yuyao found that one of the 23 new recruits who applied for employment in a school in Yuyao had an administrative punishment record for molesting students.

  After preliminary investigation, Yuyao City Procuratorate immediately obtained its administrative punishment decision, personal resume, application registration form and other related materials, and quickly found out that the person had been administratively punished for molesting two underage girls during his tenure at a school outside Yuyao City.

On March 24th, Xiangshan County Procuratorate issued a procuratorial proposal, urging the education department to give corresponding punishment to the teachers who failed to fulfill the compulsory reporting obligations and the schools where they work, and requiring the education department to include the implementation of the compulsory reporting system in the annual assessment of schools. The rewards and punishments must be clearly defined in the detailed rules and the relevant responsibilities must be implemented to people. The education department attached great importance to the procuratorial proposal, specially convened a party committee to discuss the matter, adjusted the assessment indicators of the school’s developmental management by objectives within one week, and added "schools that did not incorporate the mandatory reporting system into the assessment indicators of the management by objectives, and implemented a one-vote veto system in the annual assessment" in the "veto item".

  At the initiative of the procuratorial organs, all the teachers and staff of primary and secondary schools in Xiangshan County signed a total of 9142 letters of commitment to fulfill the obligation of compulsory reporting, ensuring that the compulsory reporting system was implemented. In May 2022, the Commission for Discipline Inspection and the Education Department respectively imposed disciplinary and political sanctions on the relevant responsible personnel.

  In response to the social management loopholes in the protection of minors found in the handling of cases, Xiangshan County Procuratorate, together with the county public security bureau and the county education bureau, issued the "Detailed Rules for the Implementation of the Compulsory Reporting System for Infringement of Minors in Xiangshan County (for Trial Implementation)", taking "three aspects (full investigation of the compulsory reporting of sexual assault cases, full coverage of the signing of the commitment letter of the compulsory reporting system, and full inclusion of the compulsory reporting system in the assessment)" as the starting point, to promote the implementation of the compulsory reporting system and build a protective wall to prevent minors from being infringed.

  In 2019, global RMB foreign exchange transactions increased steadily. According to the latest data released by BIS in April 2019 (once every three years), RMB ranks eighth among the most active currencies in the world, and ranks first among the currencies of emerging market countries.

  The global average daily trading volume of RMB increased from $202 billion in 2016 to $284 billion, and its share in the global foreign exchange market increased from 4% in 2016 to 4.3%.

  RMB assets are becoming more and more popular.

  According to the report, by the end of 2019, the amount of domestic financial assets such as RMB stocks, bonds, loans and deposits held by overseas entities totaled 6.41 trillion yuan, a year-on-year increase of 30.3%. Among them, the stock market value is 2.1 trillion yuan, the bond custody balance is 2.26 trillion yuan, the deposit balance is 1.21 trillion yuan (including interbank current account deposits), and the loan balance is 833.2 billion yuan.

  Stocks and bonds in domestic financial markets have become the main varieties for overseas entities to allocate RMB assets. By the end of 2019, the scale of domestic RMB stocks and bonds held by overseas entities increased by 48.6% year-on-year, of which the amount of bond custody accounted for 2.3% of the total bond custody in the inter-bank bond market, and the market value of stocks held accounted for 3.6% of the total market value of A shares. In 2019, stocks accounted for 66.6% of the domestic RMB assets newly added by overseas entities.

  In other words, more and more foreign investors are looking for gold in China’s capital market. In 2019, the cross-border receipts and payments of securities investment in RMB totaled 9.51 trillion yuan, up 49.1% year-on-year, with a net inflow of 621.9 billion yuan.

  According to the questionnaire of the People’s Bank of China on foreign trade enterprises, since 2019, foreign trade enterprises have been highly motivated to participate in cross-border RMB business. As of the fourth quarter of 2019, 84.6% of enterprises chose RMB as the main currency for cross-border settlement.

  Judging from the driving factors for enterprises to choose cross-border RMB settlement, since 2019, due to the influence of external factors such as Sino-US trade friction, RMB exchange rate fluctuations have increased. Many enterprises choose cross-border RMB business as a means to avoid exchange rate risks, accounting for 64.7%. In addition, simple settlement process, reducing settlement cost and facilitating financial accounting and fund management are also the main reasons why enterprises choose to carry out cross-border RMB business, accounting for 43.2%, 36.8% and 32% respectively.

  The RMB cross-border payment system (CIPS) has become the main channel for RMB cross-border settlement. In 2019, the CIPS system handled 1.884 million cross-border RMB businesses, amounting to 33.9 trillion yuan, up 31% and 28% respectively. It handled 7,537 transactions daily, with an amount of 135.7 billion yuan.

  Overall, in 2019, the domestic RMB exchange rate fluctuated in both directions, and its flexibility was significantly enhanced. The RMB has risen and fallen against the US dollar and other major currencies in the world. The central parity of RMB against the US dollar, Japanese yen and British pound has depreciated by 1.62%, 3.43% and 5.18% respectively compared with the end of 2018, and the central parity of RMB against the euro has appreciated by 0.41% compared with the end of 2018.

Measures for the supervision and administration of planning and construction of commercial and residential land in Lianyungang city

Article 1 In order to strengthen the supervision and management of urban commercial and residential land planning and construction, and ensure that commercial service projects are planned and designed according to the standard, constructed and delivered simultaneously with residential buildings, these Measures are formulated in light of the actual conditions, such as the Urban and Rural Planning Law of People’s Republic of China (PRC), the Urban Real Estate Management Law of People’s Republic of China (PRC), the Regulations on Urban and Rural Planning of Jiangsu Province, and the Opinions of the Ministry of Housing and Urban-Rural Development and other departments on Carrying out Short-board Actions for Urban Residential Community Construction (Jian Ke Gui [2020] No.7).

Article 2 These Measures shall be applicable to the planning, construction, supervision and management activities of newly leased commercial and residential land within the urban area of this Municipality (excluding Ganyu District).

Article 3 The term "commercial and residential land" as mentioned in these Measures refers to the same piece of land that is sold by way of listing and has the nature of commercial service land and urban residential land in a planning condition.

The term "commercial service land" as mentioned in these Measures refers to the land mainly used for commerce and service industry, including retail commercial land, wholesale market land, catering land, hotel land, commercial and financial land, entertainment land and other commercial service land.

The term "urban residential land" as mentioned in these Measures refers to all kinds of housing land and its ancillary facilities used for living in cities and towns, excluding supporting commercial service facilities and other land.

Article 4 Adhere to the principle of integrating economic benefits, social benefits and environmental benefits, and implement overall planning, rational layout, comprehensive development and supporting construction, so as to coordinate the business and service environment with the living environment.

Article 6 The natural resources and planning department shall organize the preparation and supervision of detailed planning, and coordinate the special planning such as connecting commercial outlets; Organize the formulation and implementation of the annual land use plan, implement the control system of commercial and residential land use, and handle the real estate registration procedures for commercial buildings according to laws and regulations.

Development and reform, housing and urban and rural construction, commerce, urban management, market supervision and other departments shall, in accordance with their respective responsibilities, strengthen coordination and cooperation, establish and improve the information sharing mechanism of construction projects, and jointly do a good job in the supervision and management of commercial and residential land.

Article 7 The construction unit shall, according to the planning conditions, specify the location, function, construction scale and other contents of the commercial service land in the planning scheme of commercial and residential land, and carry out the commercial service project construction according to the planning requirements, land transfer agreement and investment supervision agreement.

Article 8 The commercial department shall take the lead in compiling the special plan for the layout of commercial outlets. The natural resources and planning departments shall implement it in the corresponding detailed planning according to the layout planning of commercial outlets.

Failing to build a commercial service project as agreed, it shall be liable for breach of contract according to law.

Fourteenth construction units shall, within 15 days from the date of completion and acceptance of the commercial service project, apply to the local housing and urban-rural construction departments for filing.

Housing and urban-rural construction departments found that the construction unit in the process of completion and acceptance in violation of state regulations on the quality management of construction projects, should be ordered to stop using and reorganize the completion and acceptance.

Article 15 The department of natural resources and planning shall, jointly with the relevant departments of housing and urban-rural construction, commerce and urban management, strengthen the supervision over the supply transaction and post-supply development and utilization of commercial and residential land, establish mechanisms such as credit supervision and dynamic inspection, punish major dishonesty in the construction land market according to law, and disclose relevant information according to law.

Article 16 The market supervision department shall investigate and deal with illegal acts such as false advertising, unfair competition, and infringement of consumers’ rights and interests by using standard terms.

Seventeenth construction units should support and cooperate with the natural resources and planning, urban management and other law enforcement departments in the supervision and inspection of land, planning and other legal implementation, to provide convenient work, and shall not refuse or obstruct.

Eighteenth natural resources and planning departments in the supervision and inspection work found that the existence of illegal acts of state personnel, should be dealt with according to law; If it has no right to handle it, it shall be transferred to the supervisory organ or the relevant organ for handling according to law.
